PRIME MINISTER PRINCIPALITY OF LIECHTENSTEIN
Dr. Daniel Risch has been Prime Minister of the Principality of Liechtenstein since March 2021. From 2017 to 2021, in his capacity as Deputy Prime Minister, he was closely involved with and gathered expertise in the creation and enactment of the Liechtenstein Blockchain Act. Before entering politics, he acted as Chief Marketing Officer at the Liechtensteinische Post AG and Chief Marketing Officer/Head of Consulting at Unic AG, an e-commerce consulting company.
From 1999-2003 he pursued business administration studies at the University of St. Gallen, the University of Zurich, and the Ludwig-Maximilian University. Dr. Risch went on to earn his doctorate in information studies at the University of Freiburg in 2004, and was a visiting scholar at the University of Melbourne from 2006 to 2007.

PRINCIPAL ECONOMIST, EUROPEAN COMMISSION (DG GROW)
Dr. Joachim Schwerin has been Principal Economist in the unit responsible for SME access to finance within the Directorate-General Internal Market, Industry, Entrepreneurship and SMEs ("DG GROW") of the European Commission since 2011. He is in charge of developing DG GROW’s policy towards FinTech and Distributed-Ledger Technologies (DLT) as well as their applications for SMEs. He is member of the European Commission's Blockchain Competence Network and the FinTech Task Force, and he regularly organises events and represents DG GROW on alternative finance, cryptocurrencies, DLT and the token economy.
Until 2011, Joachim Schwerin was responsible for the coordination between industrial and competition policies on behalf of DG Enterprise and Industry for all aspects of antitrust, merger and State aid control. He has been closely involved in the design of the Commission's policy response to the financial crisis. Before he joined the European Commission, he was post-doctoral Research Follow at the London School of Economics, after having received his PhD at TU Dresden.

Kat oversees strategy and business development at Hashnote for the EMEA region, drawing on a decade of experience in traditional finance, fintech, and digital assets. Previously, she led institutional business development for Gemini in Europe and was Head of Product at Copper, (launching ClearLoop). Kat's expertise spans launching investment products across multiple asset classes and building software solutions, with key roles at Goldman Sachs, UBS, and Leonteq. Ekaterina earned a BSc in Government and Economics from the London School of Economics.

Prof. Dr. Konstantina Papathanasiou, LL.M., holds the Chair of Economic Criminal Law, Compliance and Digitalization at the University of Liechtenstein, since September 1, 2021.
She pursued her legal studies from 2001 to 2005, and in 2007 completed a Master degree in Criminal Law Sciences in Athens. From 2008 onwards, she received the DAAD-Scholarship at the University of Heidelberg to pursue her research, where she subsequently, amongst others, completed her doctorate in 2010 to 2013 as a scholarship holder of the Alexander Onassis Foundation. With a habilitation scholarship from the University of Regensburg, funded by the Federal Ministry of Education and Research, she worked on her habilitation thesis on the origins, international legal limits and theoretical foundations of international criminal law from 2017 to 2020. She habilitated in March 2021 and was subsequently awarded the venia legendi for criminal law, criminal procedural law, economic criminal law, international criminal law, comparative law and legal philosophy.
Since 2016 she is a visiting professor at the Faculté Libre de Droit in Paris, and in 2018 she was at the Collège de France on a 2-month research fellowship. In 2021, she was elected to the Board of the Greek Society of Criminal Law.

Dorothea Rohlfing has headed the FMA's Regulatory Laboratory/Financial Innovation Department since 2018. The team is responsible for the enforcement of the TVTG and also serves as the FMA's contact point for innovative companies. Previously, Dorothea Rohlfing worked for several years in the Legal Department, Banking Division of the FMA, where her responsibilities included the licensing of e-money institutions and due diligence supervision. She holds a Master of Law from the University of Zurich.

Siegfried Herzog is a self-employed lawyer in Liechtenstein, who specialized in the fields of data protection law and compliance (regulatory framework of the Liechtenstein financial market). Before becoming self-employed, by setting up the compliance service provider CLL Compliance Labs AG in July 2019, Siegfried was a long-standing employee of a mid-sized Liechtenstein law firm, with expertise in the fields of civil, corporate and foreign trust law.
Since 2013, Siegfried had a strong focus on compliance provisions, policies and structures (due diligence law, anti-money-laundering provisions). Through his practical and theoretical commitment in the fields of data protection law and financial market regulation in Liechtenstein, Siegfried gained sophisticated and in-depth knowledge in developing processes that are compliant under Liechtenstein law while taking the economic needs of the affected organizations into account.
Siegfried received his legal training as a trainee lawyer at a mid-sized Liechtenstein law firm. He studied law at the University of Vienna (Austria), where he obtained his master’s degree in law. In 2014, Siegfried completed a post-graduate program in the field of banking and securities law at the University of Liechtenstein (LL.M.). Finally, he completed his doctoral degree in law in 2017.

Armin Schmid joined Bitcoin Suisse in 2018. In his career at Bitcoin Suisse, he built and lead the crypto payments & stablecoin business for several years. In Summer 2024, Armin was appointed CEO of Bitcoin Suisse (Liechtenstein) AG, where he’s currently leading the expansion via Liechtenstein into the European Market. Erwin Voloder has been in the blockchain sector since 2017, first as a start-up founder in Canada and now as a regulatory and technical expert in Europe. He is a former economist with both the European Commission and European Central Bank. Currently he is Head of Policy at the European Blockchain Association where he leads advocacy and research initiatives between the web3 community and public institutions. He frequently participates in expert working groups around digital asset policy while advising EU Member State governments and private companies. He has published research on decentralised finance and also cross-border payments including the use of stablecoins/CBDCs for international trade and development.
