PRIME MINISTER DR. DANIEL RISCH

PRIME MINISTER PRINCIPALITY OF LIECHTENSTEIN

Dr. Daniel Risch has been Prime Minister of the Principality of Liechtenstein since March 2021. From 2017 to 2021, in his capacity as Deputy Prime Minister, he was closely involved with and gathered expertise in the creation and enactment of the Liechtenstein Blockchain Act. Before entering politics, he acted as Chief Marketing Officer at the Liechtensteinische Post AG and Chief Marketing Officer/Head of Consulting at Unic AG, an e-commerce consulting company.

From 1999-2003 he pursued business administration studies at the University of St. Gallen, the University of Zurich, and the Ludwig-Maximilian University. Dr. Risch went on to earn his doctorate in information studies at the University of Freiburg in 2004, and was a visiting scholar at the University of Melbourne from 2006 to 2007.

DR. JOACHIM SCHWERIN

PRINCIPAL ECONOMIST, EUROPEAN COMMISSION (DG GROW)

Dr. Joachim Schwerin has been Principal Economist in the unit responsible for SME access to finance within the Directorate-General Internal Market, Industry, Entrepreneurship and SMEs ("DG GROW") of the European Commission since 2011. He is in charge of developing DG GROW’s policy towards FinTech and Distributed-Ledger Technologies (DLT) as well as their applications for SMEs. He is member of the European Commission's Blockchain Competence Network and the FinTech Task Force, and he regularly organises events and represents DG GROW on alternative finance, cryptocurrencies, DLT and the token economy.

Until 2011, Joachim Schwerin was responsible for the coordination between industrial and competition policies on behalf of DG Enterprise and Industry for all aspects of antitrust, merger and State aid control. He has been closely involved in the design of the Commission's policy response to the financial crisis. Before he joined the European Commission, he was post-doctoral Research Follow at the London School of Economics, after having received his PhD at TU Dresden.

 

DR. THOMAS NÄGELE

Thomas Nägele advises international finance, technology and industrial enterprises, operating in the fields of Blockchain/DLT, telecommunications and internet, as well as public institutions worldwide. As a Liechtenstein Attorney and being a software developer, he focuses on Internet/IT law, as well as civil and corporate law. Besides being Attorney and legal Advisor, he teaches at the University of Liechtenstein and holds lectures and presentations on the newest legal developments. He was a member of the Blockchain Act workgroup (Trusted Technology Law).

 

DR. IUR. SIEGFRIED HERZOG

MANAGING PARTNER, COMPLIANCE LABS LIECHTENSTEIN

Siegfried Herzog is a self-employed lawyer in Liechtenstein, who specialized in the fields of data protection law and compliance (regulatory framework of the Liechtenstein financial market). Before becoming self-employed, by setting up the compliance service provider CLL Compliance Labs AG in July 2019, Siegfried was a long-standing employee of a mid-sized Liechtenstein law firm, with expertise in the fields of civil, corporate and foreign trust law.

Since 2013, Siegfried had a strong focus on compliance provisions, policies and structures (due diligence law, anti-money-laundering provisions). Through his practical and theoretical commitment in the fields of data protection law and financial market regulation in Liechtenstein, Siegfried gained sophisticated and in-depth knowledge in developing processes that are compliant under Liechtenstein law while taking the economic needs of the affected organizations into account.

Siegfried received his legal training as a trainee lawyer at a mid-sized Liechtenstein law firm. He studied law at the University of Vienna (Austria), where he obtained his master’s degree in law. In 2014, Siegfried completed a post-graduate program in the field of banking and securities law at the University of Liechtenstein (LL.M.). Finally, he completed his doctoral degree in law in 2017.

 

DR. CLARA GUERRA

DIRECTOR OF THE OFFICE FOR FINANCIAL MARKET INNOVATION AND DIGITALISATION (SFID) LIECHTENSTEIN

Dr. Clara Guerra is a seasoned legal expert with a specialization in high-tech, innovation, and digitalization. Prior to her public service, she garnered experience in the private sector. Currently, she serves as the Director of the Office for Financial Market Innovation and Digitalisation for the Liechtenstein Government, where she spearheads the Liechtenstein Governance Innovation Framework, championing legal and regulatory innovation and digital transformation. In addition, Dr. Guerra is the Co-Chair of the European Blockchain Association. She is a recognized voice in the field, frequently delivering lectures and publishing insights on emerging tech and innovation from a governmental lens.

 

 

SEVERIN KRANZ

HEAD OF BUSINESS DEVELOPMENT, 21.FINANCE AG

Severin is thought leader in DeFi and Asset Tokenization shaping the future of capital markets as the Head of Business Development at 21X launching Europe's first DLT Trading and Settlement System under the EU DLT Pilot Regime . Before joining the award-winning FinTech as one employee number 4 in 2020, Severin gathered over six years of experience in the financial service sector as an asset manager and strategy consultant. Since 2016, Severin is active in the Liechtenstein and Swiss blockchain community as an educator, event host and entrepreneur. Severin holds an M.A. in Business Innovation from the University of St. Gallen and a M.Sc. in Blockchain and Digital Currencies from University of Nicosia building the foundation of his Web3 activities.

Mag. iur. Johannes Virleitner advises both national and international financial intermediaries as well as blockchain companies. He focuses on supervisory law as well as banking and financial market law.  He regularly advises on banking law, securities law, payment transaction law and blockchain law.

Furthermore, Mag. iur. Johannes Virleitner is also admitted to the bar in Austria.
